Dubai's e-learning market to grow to US$ 24 million
by the end of 2008

Jamil Ezzo, General Manager, Element K Middle East.

Global e-learning provider Element K says trend-setting initiatives
across the region will boost e-learning

December 28, 2003

Dubai's e-learning market, estimated at US$ 6 million in 2003, is set
to grow to US$ 24 million by the end of 2008, boosted by government-led
education initiatives and a knowledge-conducive environment, according to a new
report on "Dubai Knowledge Economy 2003-2008" published by Madar Research
Group, Dubai.

According to the study, while Dubai is at the forefront of e-learning,
it spends a larger percentage on delivery solutions, compared to the
global trend where the market has shifted the focus to content. However,
several new developments are set to change the situation and Dubai is on course
to join the rest of the world in delivering world-class e-learning
programmes.

To meet this growth in the e-learning market, Element K, the leading
global e-learning provider, recently launched the first bilingual (Arabic and
English) e-Learning community in partnership with Etisalat's Emirates
Internet and Multimedia, to offer online courses in business and IT through a
co-branded website called www.learnonline.ae <http://www.learnonline.ae/>.

"Although Dubai is leading in the world of e-learning, many other
countries in the region are following the trend, recognising the new demand for
e-learning. Dubai's pioneering projects, including Dubai Internet City, and more
recently Knowledge Village, have given Dubai a competitive edge, and provided an
impetus for other states in the region to follow suit. Dubai has served
as an inspiration and model for others," said Jamil Ezzo, General
Manager, Element K Middle East.

"eServices are established in KSA, Kuwait, Bahrain and many other areas
in the Middle East. Element K would like to see people utilising the
e-learning services that are available to them, and we are continuously committed
to spreading awareness throughout the region," added Ezzo. "We have
partnered with Dubai e-Government to introduce the e-Employee training program
which targets government employees at all levels to enhance their computer
competence. Under the partnership with Dubai e-Government we have also introduced
e-Citizen which focuses on enhancing the computer and Internet skills of the
public, in order for them to benefit from over 600 e-Government services being
offered online and to fully utilise other eServices including e-Banking
and e-Shopping."

Element K is set to play a key role in helping the region overcome the
lack of Arabic e-learning content, supported with advanced e-Learning
technologies by leveraging on its partnerships with internationally recognized
academic institutions (i.e. Harvard University, Boston Consortium, DePaul
University, University of Memphis) and leading software vendors (i.e. Microsoft,
IBM, Cisco, Novel, and Adobe), as well as drawing on its global expertise
and best practices in delivering online learning to communities and
businesses worldwide.

The Madar study says that the potential for growth in both the academic
and corporate e-learning market in Dubai is high, but it needs to be
enhanced with wider use of broadband Internet, which facilitates video streaming
applications.

The study traces the foundation of e-learning to the IT Education
Project established by HH General Sheikh Mohammed bin Rashid Al Maktoum, Crown
Prince of Dubai and UAE Defence Minister, in 2002 as part of his vision
to integrate IT in to the lives of citizens from all sectors of the
community.

This was followed by the introduction of the IT Education Project,
which undertook curriculum development and design, content production and
Arabisation. The launch of Dubai e-Government marked a watershed development in
e-learning, with projects like the launch of e-Citizen and e-Employee
certification, launched in association with Dubai e-Government, the European Computer
Driving Licence Foundation and Element K Middle East. Dubai
e-Government also launched e4all, to boost IT competency among the community and
businesses.

In February 2002, the opening of Knowledge Village gave further impetus
to Dubai's drive towards excellence in e-learning. Other major
developments were the aggressive IT initiatives at the Dubai Men's College and the
setting up of e-TQM College, the region's first virtual institution offering
courses in total quality management in association with global leading
institutions.

Private companies and organisations have strongly participated in
Dubai's e-learning experience. Emirates Airline provides online training in IT
and business to over 3,000 staff members. Mashreq Bank and Emirates
Bank International also supply online staff training. E-learning has also
spread among Dubai's hospitality, thanks to the efforts of the Department of
Tourism and Commerce Marketing.

"The widespread use of e-learning among the corporate sector is
commendable, said Ezzo. "The next big challenge is to involve the community in
e-learning on a large scale. Globally, e-learning has gained a great momentum both
at community and corporate levels, because it allows people to learn
when they want, removes geographical barriers and helps people to improve
themselves. Element K has entered into collaboration with government bodies in UAE,
Oman and Saudi Arabia, and we have plans to take our leading edge
e-learning solutions to the whole of the Middle East."

According to Fuji Research Institute Corp., LGE produced about five million canister vacuum cleaners last year and outperformed the second-most prolific vacuum cleaner maker by a margin of over one million units to capture the top spot.

"LGE achieved such remarkable success by meeting its customers' product needs ahead of its competitors in a global vacuum cleaner market of more than 100 makers," said Mr. M.B. Shin, President, LG Electronics Middle East and Africa.

Shin added the company's success stemmed from implementing regional specific functions and designs that ensured specific markets were targeted by its products.

"Regional and nationwide marketing approaches sold colourful products to Hispanic consumers in North America, high-durability products in the CIS region, and compact and high-suction products in Japan," said Shin."Such various region-specific functions and designs enabled LGE to increase its sales in highly competitive markets."

Since LGE started producing vacuum cleaners in Korea in 1976, it has achieved a cumulative production of 25 million units. Likewise, the remarkable growth in its high-end Cyking product has enabled the company to post high growth not only in volume but also in profitability. Two years after it penetrated the Korean cleaner market, LGE captured 30% market share.

"With its premium product 'Cyking' vacuum cleaner, LGE penetrated the global market using the 'One global brand' strategy," said Shin. "As a result, Cyking sales have grown by approximately 100% each year demonstrating LGE's technological excellence in the global cleaner market."

LGE believes it has achieved big success in the global vacuum cleaner market by listening to customers' needs. After capturing the top spot in the global canister vacuum cleaner market, the company is set to develop upright vacuum cleaners actively targeting the North America market.

Tanmia urges UAE national youth to prepare themselves to face a competitive world

Conference in Ajman provides guidelines on how youths can seize opportunities to boost social development

December 23, 2003 The National Human Resource Development and Employment Authority (Tanmia) has urged the national youth to prepare themselves to face the challenges of the competitive world by acquiring skills that will help them contribute to social and economic development of the UAE.

Tanmia provides counselling to UAE nationals, evaluates their employment potential in the public and private sector, and supports this activity by tailoring training courses to meet individual requirements. This is complemented by labour market studies that provide insights into factors and opportunities available to nationals to enter the labour market.

"We are working to achieve three basic objectives," said Abdullah Al Marzouqi, Director, Career Guidance Centre, Tanmia. "Firstly, we aim to create effective labour market mechanism to generate suitable jobs for national jobseekers and provide opportunities for career development. Secondly, we want to provide training programmes to enhance the market value of nationals. Our final goal is to tune our education system to labour market needs. We are positive that with the government support and the involvement of the private and public sectors, we are on track to achieve these objectives."

Mr. Ahmed Youssef, Senior Officer, Careers Guidance, Tanmia, spoke about the challenges UAE youths are facing in the competitive job market, at a recent conference on "Youth Facing a Challenging and Competitive World" organised by Umm Al Moumineen Association, Ajman.

"The youths need to be aware of the challenges of succeeding in a competitive world by familiarizing themselves with developments at the social level and in the job market," said Youssef. "This will enable them to be well prepared to shoulder the responsibilities in a job market that is becoming increasingly tough. Tanmia is committed to provide the youth with necessary guidelines to survive and excel in this market."

Tanmia, as the central body tasked with the responsibility of boosting the recruitment of UAE nationals into the private sector, is offering career guidance services through dedicated staff who are well equipped to handle questions on jobs and provide information on skills development, alternative careers, and tools for success.

"Guiding a youth to take up a career is a difficult job and it has to be handled by experts who know exactly how to access the candidate's skills, strengths and weaknesses. Recommending the right college or institute is also part of this responsibility. Tanmia is dedicated to provide assistance in all these matters through a multi-pronged strategy devised to bring UAE youths in the national job market," added Youssef.

Having achieved significant levels of success in Dubai and Abu Dhabi, Tanmia is focusing its attention on the Northern Emirates, by interacting with potential businesses that can employ trained nationals for various jobs. A number of awareness programmes are being planned in the coming months.
