Indian School MoUs under the Scrutiny of Ministry of Education,

Two former Ambassadors'
decision to allow private schools may be questioned as there
is no private Indian school as such, if the Indian community
School rules are managinged as per the school constitution. Two
private promoters who signed on behalf of the third private school
promoter may have to pay a heavy price for supporting the Seeb
School. The Seeb promoters decision to file a case in the local
court is a welcome step as the court and local authorities will
have to look seriously into the lapses of the former agreements.
The existing private schools have more at stake, becuase the
legality of their MoUs itself is being scrutnised. There is no
U Turn in KM approach, but the "U" turn by the failed
Seeb School promoter may put his mentors also in trouble. If
I have not got a private school, why should others have it?..Watch

Standard Reduction
for Salaried Class Raised
The standard deduction for the purpose of
income tax for salaried employees has been raised to 40 per cent
of salary, or Rs. 30,000, whichever is less, for income up to
Rs. 5 lakh and a deduction of Rs. 20,000 for those having income
above Rs. 5 lakhs. Announcing the Budget proposals in Parliament
today, the Finance Minister, Shri Jaswant Singh said that there

New Delhi,Friday, February 28, 2003: Government
has decided to exempt from income tax Non-resident Indians who
have stayed abroad 90 per cent of the time in the last 10 years.
This facility would be available for two years, Finance Minister
Jaswant Singh said presenting the Budget for 2003-04. "There
is a category of taxpayers in India ordinarily not found elsewhere
-- the not ordinarily resident. They do not normally have to
pay tax on their foreign sourced income," Singh said, adding
there was confusion on this provision due to different legal

New Delhi - The Government has proposed fresh
incentives for the power sector. To encourage private participation
in the transmission, it has proposed to reduce customs duty on
specific equipment for high voltage transmission projects from
25 per cent to 5 per cent. The mega power project policy has
been further liberalized by extending the benefits, available
to the notified 18 mega power projects, to any power project
that fulfils the conditions prescribed for mega power project.
To encourage further research in solar energy, wind turbine and
hydrogen fuel, the Government has allocated Rs.20 crore to the
Council for Scientific and Industrial Research, for launching
incentive-driven research in these three fields. More

is to be invited to join an ADB-backed US$2.5 billion pipeline
project to transport gas from Turkmenistan to Afghanistan and

Gulf War would not Affect Indians in Oman
Even if a war breaks out in Iraq, the Indian
community in Oman would not be affected much. A diplomatic meeting
of the Indian embassy officials held in Dubai recently evaluated
the situation and discussed various means to evacuate the Indian
community in the Gulf, in case of a war, through a coordinated
approach. Even though the war would generally affect all Gulf
countries, Indians from other tense GCC countries like Kuwait
are trying to get visit visas and reach relatively peaceful countries
like Oman. Indians in Kuwait are unable to leave in a hurry as

Board Recommends Removal of Sugathan Gopalan
from ISD Committee
The protracted campaign against Sugathan
Gopalan, the controversial member of ISD MC who has been instrumental
in starting the first Kerala syllabus school in Oman has succeeded
to a large extent as the school board decided this week to recommend
his "sacking" allegedly for violating the protocol
during the Republic Day Celebrations. The ISD MC had earlier
recommended his removal from the committee. But the board appears
to have taken a harsh decision to remove him completely from
the school committee. KM believes that the member's alleged misbehaviour
should certainly be curtailed by giving him a strong warning
to improve. While the board was swift to take action against
him, it maintains a studied silence on other crucial issues--
an unfavourable lease agreement for the school building at an
inflated rent as there are "no proof"! Sugathan who
has been helpful to some powerful people during the initial "bad"
weather is almost removed. A cyber campaign was started two months
back targetting Sugathan and two others involved in the Indian
school issue. The billion dollar question is who goes
next?

MEA Files Counter Affidavit
in Delhi High Court case Against the Indian Ambassador

Advocate of the Ministry of External Affairs,
New Delhi has filed a strong Counter Affidavit in Delhi High
Court defending some of the punitive actions taken by the Indian
Ambassador in Oman, the patron of Indian Schools, against certain
prominent businessmen in Muscat. In response, the advocates of
the petition has asked for more time to "study" the
points made by the MEA. In the counter affidavit MEA retaliated
most of the points raised in the petition, arguing that since
the case occurred in Oman, filing a case challenging such an
action in an Indian court would tantamount to interference in
the domestic affairs of another sovereign nation. It is also
argued that the petitioner was not involved in any community
activities before he was appointed as the chairman of the Indian
Schools. Watch this space for more.
Manipulation of Document
with Official's Help
Changing Date of Birth by senior Indian
School Muscat Staff could take place only with the tacit support
of an Official who approved an affidavit which was just signed
in the presence of a judicial personality in India. It is difficult
to believe that changing someone's date of birth or other crucial
information in a passport was done carelessly. As in the past,
KM brought the issue to the notice of the Indian community, but
some senior board members are apparently upset about KM reporting
for obvious reasons. It is learned that the official has been
removed from the consular section, but is that step enough to
prevent recurrance of such cases in future?
By taking advantage of the weak position
of the senior official in question, members of the school Management
committee have been "getting things" done out of the
way from the administrator, who calls the final shot in crucial
matters, including the school finances. It is learned that recently
two lakh Rials have been transferred from one bank account to
another. However, the School which is having huge surplus fund
is unwilling to give a small loan to the infant Indian School
in Seeb to finance its building construction. Even though the
parent school is offered the same rate of interest given by banks
where the money is deposited, the SMC members say there is no
fund to support another community school? It is easy for the
SMC to spend money for replacing the school main switch board
several times in an year, or "buy" the highest quality
paints for building renovation with the help of such "administrators"
by squeezing the ordinary parents. It is another matter that
the lowest quality paint is used to decorate the school building.

Management Committee members have approached the Indian School
Board, after a stormy committee meeting to remove Sugathan Gopalan
from the School Committee. The latest controversy is surrounding
the Republic Day Celebrations held at the school premises in
which the SMC member has allegely violated the protocol. The
power struggle within the SMC has reached a new stage as the
Board has constituted a special Committee to investigate the
charges against Sugathan Gopalan. Sugathan claims that he played
an important role in developing the ISD. The board will also
examine charges made by Sugathan against other SMC members..Watch
