New Delhi; The President has given his assent to the Constitution (Ninety-second Amendment) Bill, 2001. With this, the Bill, passed during the Winter Session of Parliament ending December 19, 2001, has been notified in the Gazette of India as the Constitution (Eighty-fifth Amendment) Act 2002.
The Constitution (Eighty-fifth Amendment) Act, 2002, seeks to amend Article 16 (4A) of the Constitution of India to provide for consequential seniority in promotion of Scheduled Castes and Scheduled Tribes in Government service by virtue of rule of reservation. The amendment to Article 16 (4A) has been given retrospective effect from June 17, 1995.
This protects the interest of the Government servants belonging to Scheduled Castes and Scheduled Tribes. To this effect, an Office Memorandum (OM) of January 30, 1997 has been negated and withdrawn, as it had been issued to give effect to the Supreme Court judgement in Virpal Singh Chauhan and Ajit Singh of 1995, which stipulated reservation at the entry point in service only and not in promotion. This, however, affected adversely the interests of Schedule Castes and Schedule Tribes in Government services, which the Constitution (Eight-fifth Amendment) Act, 2002 has superseded and status quo as in 1997 and earlier restored.

India will discuss the matters of Technology Transfer in cement industry from Japan. In this respect Dr. Raman Singh, Minister of State for Commerce & Industry, is leading a 4-member delegation to Japan for studying the new technologies in the field of Energy Conversation, Environmental Protection etc., for their adoption for improving efficiency of the Indian cement industry. The other members of the delegation are: Shri S. Jagadeesan, Joint Secretary, Department of Industrial Policy & Promotion, Shri S.J. Raina, Director General, National Council for Cement & Building Materials and Shri A.V. Srinivasan, Secretary General, Cement Manufacturers Association.
The delegation will visit Kawasaki Heavy Industries Limited, Taiheiyo Cement Corporation and Japan Cement Association to discuss matters on Technology Transfer. The delegation will also visit Municipal Waste Processing Unit and Ichihara Eco-Cement Plant. During his visit, Dr. Raman Singh will call on Japanese Minister of Economy, Trade & Industry.
The visit of the delegation is to benefit significantly the cement industry by helping it in importing superior technologies adopted by the cement industry of Japan in the production of cement. The Ministry of Economy, Trade & Industry, Government of Japan under its Green Aid Plan is providing assistance to a cement plant in India for implementing a project for co-generation of power from Waste Heat for utilisation in the plant. Besides this, there are many other superior technologies, which are being used by Japanese cement industry in the matter of utilisation of Solid Municipal Waste for the production of eco-cement.

Bahrain is to host this year's first regional sales and marketing meeting of internationally acclaimed hotel chain Radisson SAS Hotels & Resorts.
