Taking the world for a ride to support the US-UK-Israel
led "war on terror" and justify the ongoing aggression and
killing of innocent children, women and aged people in Lebanon, a
sovereign independent country with a democratically elected government
as recommended by Mr.George Bush and Tony Blair, the neo conservative
British-American-Israeli intelligence has made one more publicity
stunt! The billion dollar question is whether it is part of a "war
on terror" or creating
"terror for war"?
With the tacit support of the western media mughals
who are closely related with the war mongering armament industry,
British intelligence agency M-16 made a dramatic announcement that
it "thwarted" what it claimed is an international terror
plot to explode many US airplanes which were scheduled to fly from
the Heathrow International Airport to the US. As in the earlier terror
plot revelations, it is too early to comment about the authenticity
of this tall claim, but so far no concrete evidence has been provided
to substantiate the claims.
September 11 and Bin Laden
The nightmares from the September 11 terror plot that
allegedly brought down the Twin Towers, are still fresh in our memories.
The two mightiest governments in the current unipolar world have spend
trillions of dollars and waged at least three major wars to fight
what it said was the global terror network. The name of Al Qaeda and
Osama Bin Laden are liberally used to rake up fear psychosis among
the American, British and the global population - whenever it suits
their agenda. The latest report suggests that all these propaganda
about the war on terror has been mere waste of money and resources
because the terrorists are still able to strike the heart of London!!!
Be it for the Republicans to win a domestic election
campaign in the US or to justify an abnormal increase in defence budget
or to start an unjust war against a foreign country, the name of terrorists
like Osama bin Laden was liberally used through the global media giants
like the CNN and BBC. As pointed out by many critical western writers,
there are many reasons to suspect that the latest London alert could
be the latest in a long line of fake terror alerts that are used for
distracting public attention away from other more news worthy events,
and to maintain the fear level amongst the American people and control
them into accepting the continuation of the endless "war on terror".
The mainstream western media, the watchdogs of their
democratic governments, still keep mum about the rampant abuse of
the state machinery and the media outlets by a few politicians like
George Bush or Tony Blair to justify their covert and overt war against
innocent people and countries. In Iraq, every day hundreds of people
are killed in sectarian violence or the targeted killings by mercenaries
funded and armed by the imperialist countries that are out to divide
the Middle East into different Islamic and Christian sects - be it
the Shia-Sunni division or Christian-Muslims division. Scepticism
was palpable in several quarters, as this is the first time that the
authorities remained tight-lipped about a "plot" of such
magnitude. "It is a complete smokescreen to deflect attention
from the fact that Britain is doing absolutely nothing about Lebanon",
the Khaleej Times quoted Peter Donnelly, a British journalist now
working in Dubai."We're in a high alert situation and Blair goes
on holiday? I don't think so", he added."Why no details?
Is this how Bush and Blair want to divert people’s attention
|from the Israeli manslaughter in Lebanon?", a concerned citizen
was heard asking at a pub in London, as he watched the scenes of airport
chaos, from a television set. No other papers in the region have any

Anybody remembers the fake media campaigns unleashed
by the CNN and BBC and other western media outlets just before the
US army and air force invade Iraq? The American and British governments
repeated lied to their own citizens and to the entire world represented
by the United Nations, at the top of their voice that Saddam Hussein
possessed the so called Weapons of Mass Destruction (WMD) including
nuclear bombs which could hit London or New York within 30 Minutes!
Saddam Hussin who was accused of having close links with Osama Bin
Laden and Al Qaeda is overthrown and is undergoing a trial for killing
"innocent civilians".
Nobody bothers about the thousands of innocent civilian
life lost every day in Iraq under the tutelage of the US/British governments.
A puppet government installed in Baghadad is unable to ensure safety
and security of its own citizens. The thousands of American, British
or even the Iraqi soldiers deployed in Iraq could not get hold of
this huge chunk of WMD!!! No critical questions are asked by the democratically
elected people's representative in the two largest democracies, which

Public memory is so short that these "democratic"
leaders can repeat their blatant lies and get reelected with increased
majority. The invasion of Afghanistan was justified again in the name
of Al Qaeda and its leader Osama bin Laden who was accused of plotting
the September 11, attack on the Twin Towers. Several questions are
yet to be answered about the dramatic collapse of the twin towers
and conspiracy theories have their field day about the alleged involvement
of Mossad and Pentagon in masterminding the plot. Again thousands
of innocent civilians and "terrorists" are killed in the
name of protecting democracy and freedom in Afghanistan.
Repeating the same old colonial style, a puppet government
is installed in Kabul. Despite waging the war on terror for several
years and shaking the Kandahar Mountains with cluster bombs and latest
ammunition, there is no trace of Osama bin Laden. However, he keeps
resurfacing dramatically. Just before the previous US presidential
election, when the popularity of the Republican candidate was at an
all time low, the dramatic appearance of Osama Bin Laden in TV channels
across the world with a vow to "hit US Targets" helped the
trailing presidential candidate to win the election. It is another
story that the election involved massive rigging and use of malfunctioning
or rigged voting machines.
"Over
15,000 of our people have been killed and tens of thousands injured,
while more than a thousand of you have been killed and more than 10,000
injured. And Bush's hands are stained with the blood of all those
killed from both sides, all for the sake of oil and keeping their
private companies in business," Bin Laden said in a televised
talk on Al Jazeera and CNN – a few weeks before the Presidential

Ironically, new versions of the terrorist leader
appeared occasionally - be it the Al Zarkawi in Iraq or the new Egyptian

we can expect to seem on TV channels before another major election
in the US or UK.

Obviously
people won't accept the same terror threat plots repeatedly. A new
versions of the terror plot appeared in the London blasts that killed

As rightly pointed out by Robin Cook, the former British Secretary
of State who wrote in one of his last columns before his mysterious
death that Al Qaeda is nothing but an Arabic word for computer data
base of terrorists!!!.
In an article, The
struggle against terrorism cannot be won by military means, he wrote
he wrote: "Bin Laden was, though, a product of a monumental
miscalculation by western security agencies. Throughout the 80s he
was armed by the CIA and funded by the Saudis to wage jihad against
the Russian occupation of Afghanistan. Al-Qaeda, literally "the
database", was originally the computer file of the thousands
of mujahideen who were recruited and trained with help from the CIA
to defeat the Russians. Inexplicably, and with disastrous consequences,
it never appears to have occurred to Washington that once Russia was
out of the way, Bin Laden's organisation would turn its attention
to the west," he wrote in the British Newspaper The Guardian.

London Plot .. Next War on Iran, Syria
After
initializing war and aggression in Iraq, Afghanistan and Lebanon,
the imperialist powers are keen to extend the aggression to Syria
and Iran as part of the next phase of recolonising the world. A former
top official in Pakistani intelligence commented recently that the
United States would launch an attack on Iran and Syria in October.
"Retired Maj. Gen. Hameed Gul, former chief of Pakistan’s
Inter-Service Intelligence, told reporters that the United States.
would definitely attack the two Muslim countries and condemned his
own country’s weak reaction to Israel’s military campaign
in Lebanon. He also predicted that after Iran and Syria, Saudi Arabia
and Pakistan itself would be targeted by the United States.
Apparently, the ISI, Pakistani Intelligence Agency,
which has been closely associated with their western counterparts
know better than us. Paradoxically enough, most of the alleged culprits
in the latest London terror plot are Pakistani origin Muslims in the
UK. It is not known whether their names figure in the computer database
that the former British Foreign Secretary referred in the Guardian

As indicated by some authors, the real motive behind
these proxy wars is to control the oil rich regions inhabited by particular
sects of people. The cover plan is to "liberate" these regions
by encouraging sectarian violence by intensifying the war in Middle
East. The pattern of Israeli incursions into Lebanon, and attacking
even Christian majority villages, is a clear indication that the hidden
agenda is to instigate Shia-Sunni-Muslim conflict in the entire region.
No country in the Middle East could withstand such a scenario and
the ultimate winners will be the imperial masters. The western news

in Iraq or Lebanon make it a point to report about the ethnicity or
sect of war victims!!!
One objective of the latest terror plot is to regain
the lost public support for the war on terror and killing of innocent
civilians in Lebanon, Iraq, Afghanistan and Palestine for achieving
the wider global agenda of the former colonial master -in-alliance
with the one and only super power left in a post cold war era.

According to this linked report, , what prompted Murdoch
and Blair to hype a new global "terror" threat was what
Murdoch learned from eavesdropping on the phone calls of Prince Charles'
staff at the future king's office, home, and limousine. "The
eavesdropping revealed that Charles was working with Chancellor of
the Exchequer Gordon Brown, who is to the left of Blair, to conduct
the same type of political maneuver that John Major used to oust Margaret

Naxal violence is a major threat to our internal security,
but it is matter of relief that the number of incidents this year
has gone down. Barring Chhattisgarh, the number of casualties in naxal
incidents has also shown a remarkable reduction. This trend is likely
to continue, as the Government has adopted a clear multi-pronged strategy
to effectively deal with the naxalite menace on political, security
and development fronts. It continues to supplement the efforts and
resources of the State Governments to meet the challenge.
Violence Profile
In 2005, naxalite violence claimed 677 lives in 1608 incidents as
against 566 casualties in 1533 incidents in 2004. While the quantum
of naxal violence registered a marginal increase of 4.8% in 2005 over
2004, resultant casualties went up by 19.6%.
In 2006 till July, there have been 930 incidents of
naxal violence as against 1039 incidents corresponding to the same
period last year, indicating a decline of 10.5 percent. Resultant
casualties have, however, gone upto 486 as against 407 casualties
indicating an increase of 19.4 percent. Chhattisgarh has been the
main centre of naxal violence with 424 incidents (45.6% of the total
number of incidents) and 301 casualties (60.9% of the total casualties).
However, the level of violence in the remaining naxal affected States
in terms of the number of incidents has come down from 814 in 2005
(upto July) to 506 in 2006 (upto July). The resultant casualties have
also declined from 262 in 2005 (upto July) to 142 in 2006 (upto July).
Stepped up violence in Chhattisgarh has been mainly due to pro-active
counter operations by the security forces against naxalites and continuing
Salwa Judum.
Recent Trends
Of the total 12476 police stations in the country, naxal activity
was reported from 509 police stations in 11 States during 2005. Available
reports however, indicate that CPI (Maoists) have been trying to increase
their influence and activity in parts of Karnataka, Kerala, Tamil
Nadu and Uttaranchal and also in new areas in some of the already
affected States. Besides, naxalites have been laying greater focus
on organizing simultaneous attacks on military lines and targeting
mining & mining related activities and railway properties.
Combating Naxalite Menace
The Government has a clearly defined policy to combat the challenge
posed by the naxalite menace. The Government does not view naxalism
merely as a law & order problem, it has deep socio-economic dimensions.
The Govt. has accordingly adopted a multi-pronged strategy to address
the naxal problem on political, security and development fronts. While
effective and sustained police action is to be pursued individually
and jointly by the affected States to counter naxal violence, urgent
steps are required to be taken to accelerate development in the naxal
affected areas. There will be no dialogue with the naxal outfits by
the affected States unless they agree to shun violence and surrender
arms. The Central Government will continue to coordinate and supplement
the efforts and resources of the State Governments on both security
and development fronts to meet the challenge posed by the naxal problem.
Counter Measures
SRE Scheme was revised by raising the level of reimbursement under
the Scheme from 50% to 100% and inclusion of new items like insurance
scheme for police personnel, community policing, rehabilitation of
surrendered naxalites, expenditure incurred on publicity to counter
propaganda of naxalites, other security related items not covered
under the Police Modernization Scheme etc.
Keeping in view the increased casualties of police
personnel and civilians caused by IED/land mine blasts, the naxal
affected States have been provided Mine Protected Vehicles (MPVs)
under the Police Modernization Scheme. Their supply has been streamlined
by taking up the matter with the Chairman, Ordinance Factory Board.
The Central Government has also exempted the States
from the payment of cost of deployment of these forces for a period
of three years from 1-7-2004 involving an amount of nearly Rs. 1200
crores.
Employment to Local Youth
The naxal affected States have been sanctioned India Reserve (IR)
battalions mainly to strengthen security apparatus at their level
as also to enable them to provide gainful employment to the youth,
particularly in the naxal areas. Recently, ten additional IR battalions
have also been approved for the naxal affected States. The Central
Government will now provide Rs.20.75 crores per one IR battalion as
against the earlier amount of Rs.13 crores per battalion.
In order to ensure that there is no spillover effect
of the activities of Nepalese Maoists into our territory, SSB has
been given the responsibility to guard Indo-Nepal Border. The Government
has also recently sanctioned twenty new battalions for the SSB to
further improve management of borders in these areas. A modernization
plan involving an outlay of Rs.444 crores has also been sanctioned
for the SSB.
In order to wean away the potential youth from the
path of militancy or naxalism, recruitment guidelines have been revised
to permit 40% recruitment in Central Para Military Forces from the
border areas and areas affected by militancy or naxalism.
Forest Rights
In order to address the areas of disaffection among the tribals, the
Government has introduced the Scheduled Tribes (Recognition of Forest
Rights) Bill, 2005, in Parliament on 13.12.2005. Further, to facilitate
social and physical infrastructure in the forest areas, Ministry of
Environment and Forests has, as requested by the MHA, issued general
approval to allow such infrastructure by utilising upto 1 hectare
of forest land for non-forest purposes. That Ministry has also permitted
upgradation of kutcha roads constructed prior to 01.09.1980 into pucca
roads.
Land Reforms
Naxal groups have been raising mainly land and livelihood related
issues. If land reforms are taken up on priority and the landless
and the poor in the naxal areas are allotted surplus land, this would
go a long way in tackling the developmental aspects of the naxal problem.
The States have been requested to focus greater attention on this
area as also accelerate people centric developmental activities and
create employment opportunities in the naxal affected areas with special
focus on creation of physical infrastructure in terms of roads, communication,
power as also social infrastructure such as schools, hospitals etc.
Security & Intelligence
In order to comprehensively review the naxal situation
in the affected States, the Government has set up a Standing Committee
of Chief Ministers of the naxal affected States under the Chairmanship
of the Union Home Minister. The 2nd meeting of the Standing Committee
was chaired by the Prime Minister in New Delhi on 13.4.2006. The meeting,
inter-alia, underlined the need for building up security and intelligence
capabilities at State and district levels for effective and sustained
anti-naxal operations and for preparation/revision and implementation
of long-term action plans to address the security and development
aspects of the naxalite problem, better coordination between RPF,
GRP, local police and other agencies to ensure safety of railway passengers,
trains and other railway infrastructure. Developmental issues such
as need for better delivery and monitoring mechanisms in naxal areas,
effective implementation of land reforms, formulation of rehabilitation
and resettlement (RR) policy for displaced tribals, speedy implementation
of the Panchayats (Extension to Scheduled Areas) Act (PESA), 1996
etc. were also discussed
