Bombay Police Arrest Two Omanis for Cheating Sixteen year old Hybdrabadi Girl
BOMBAY - A Mumbai Special Police Squad have arrested two old Omanis who were trying to traffic a minor Hydrabadi girl to Oman. Seventy five year old Al Ahmed Anwar Said and seventy years old Nasir Hameed Hamd Al Maswati were arrested from the Bombay Airport just one hour before their flight departure with the sixteen years old Azeema Begum to Muscat. One month back, a Seventy year old Methar from Oman came to Hydrabad and married Azeeya Begum by paying Rs.50,000 to her parents. He left for Oman after enjoying one month of honeymoon.
On September 14th two old Omanis came and introduced themselves as the relative of Methar, the disappeared husband. The duo convinced the young girl that they will take her to her husband who lives in Oman and took her to a lodge in Bombay. However, the old men started misbehaving with her in the lodge itself and the girl called up her friend with the help of a hotel boy. Police arrested the culprits and it was detected from their travel documents that her age is recorded 35 in the Waqf Board documents and 45 in her passport. It is alleged that the girl was raped by the Omani. The girl, is one of the six daughters of a Hydrabad fruit vendor. The Omanis apparently raped and beaten up the girl, she told media. Her Omani husband lived with her for a short time and returned to Muscat, with a promise to take her there.
The State Waqf Board has made it mandatory to get police clearance for such contract maarriages. There was a similar case in Mumbai - a Muslim girl was raped after marriage by a foreigner. Contract marriage is an organised racket between old foreigners and young Hydrabadi girls. It is said that with the approval of the Wakf board, divorce papers are signed at the time of marriage itself. Quazis who perform such marriages have thier own agents to lure foreign bridegrooms.

Investigation by Deccan Chronicle revealed that around 3,000 Hyderabadi Muslim girls are virtually sold off by poor parents to rich old Saudis every year.About 90 per cent of them are said to be working as maids and comfort women and only a few of them are honoured as wives and partners in life.
According to Muslim social workers, many girls have written their tales of woes to their parents back home in Hyderabad. I am just a servant, no longer the wife of the rich sheikh, wrote Shakeela to her parents.A letter from another girl revealed the murkier side of the Arab marriages.Dear mom, you are now the proud mother-in-law of five sons-in-law, she wrote pointing out the extent to which the sanctity of marriage is corrupted
by the Arab bridegrooms.The Wakf Board as well as a group of greedy khazis are responsible for the
plight of these girls from poor families. In fact, a group of khazis had approached the court forcing the Wakf Board to withdraw its stringent rules on such marriages.Since the marriages are a hush-hush affair, the hadia (fee for performing the marriage) is quite high and the khazis did not want to lose it.Some khazis are said to charge not less than Rs 5,000 for performing the nikah in the marriages. Theres also a network of marriage alliance agents, mostly women, to make the job of prospective Arab grooms easier.The agents arrange the marriages by luring the poor parents with money and costly gifts.Most of the marriages are performed clandestinely, and the real age of the bride is concealed. The age is shown as between 20 and 35 years though the girls are minor.
The khazis then issue the nikahnama based on which the Wakf Board gives the marriage certificates, which are valid in foreign countries.The Board receives around 100 applications seeking marriage certificates every day and 10 per cent of these are Arab-Indian marriages.The Wakf Board seems to be more concerned with the money it receives for
issuing the certificates. It has introduced the tatkal scheme by which an applicant will get the certificate the same day by paying Rs 200.The Board, however, does not maintain separate records for Indian and foreign marriages, despite several complaints of Arab-Indian marriage failure.In the aftermath of the Ameena episode in 1992, the Wakf Board imposed
certain restrictions on the marriages of Indian Muslim girls with foreigners, mostly Arabs.But they have been dispensed with making it still easier for other nationals to abuse young Muslim girls in the guise of holy nikah.The board then made it compulsory on the part of prospective grooms to deposit their passports with it, submit no-objection certificate from the consulates of the respective countries, file an affidavit and wait for about
a fortnight for the marriage to be performed.The restrictions have been withdrawn after a group of khazis approached court, says khazi Anjum Arifi of the Wakf Board.In certain cases the Arab grooms created fake marriage certificates to take the bride along with them. Kozhikode, May 28 (UNI) - In another case of ''desi- foreign'' nuptial relation in northern Kerala, a girl has moved a local court in Kannur district, against her husband, who is an Arab national, for allegedly harassing and cheating her after marriage.Twentyfour-year-old K K Najma from Champad near Thalassery filed a complaint against Mohammed Isa Hamudi (52), hailing from the Sultanate of Oman, with the Additional Chief Judicial Magistrate on Saturday last. The court taking cognizance of the complaint, directed the Panur police to investigate the case and file a report.
In her complaint, Najma listed as other accused one Azis Othayoth (45) and his sister Nazima from Nadapuram in Kozhikode district for reportedly brokering the marriage with the Gulf businessman.Azis had introduced Hamudi to Najma and their marriage was registered on February 14, 1999. He had also taken Rs 25,000 as commission from Najma's family.After the marriage, the couple had stayed with Najma's family and that of Azis' for a month till Hamudi left back for the Gulf promising that he would return with the visa to take her along with him.

Aarabi kalyanam', or Arab marriage. Rehina forms part of a legion of women and young girls in Malabar, whom itinerant Arabs wed and disappear soon after, few returning to reclaim their brides.The poor wives, saddled with a kid or two, have the survival options of remarriage to the locals or entering the flesh trade. Surviving curious glances and menacing looks, we wade through winding alleys for a while and come to a plain hut on the Pallikandi beach.
Rehina, 18 and was married a month and half ago to a much-wedded Arab of 70 summers. Yusuf from Dubai stayed with her in the hotel for a month and went home with the promise of bringing money and gold for her. The Arab, who has a wife and grown up children back home, and was married twice here earlier, gave Moideen Rs 10,000 and a gold ring. What made him clinch this deal? Moideen explains: "We cannot marry off our daughters. We have no money. Here, boys demand dowry. The Arabs, on the other hand, pay to use the girls. If they turn out to be generous, the girl's family escapes privation," he says in Malayalam, quoting instances of some 'good' Arabs, who helped the girls' families. Will Yusuf return? Both Moideen and his wife, now peeping through the half-open kitchen door, hope so. "It is her fate," Moideen says philosophically.
Lack of records about the number of girls who undergo such ignominy as well as a complete absence of rehabilitation facilities, make the practice of arabi kalyanam a grave humanitarian problem. Apparently, Arab marriages are not as widespread today as the time when Arab dhows (boats) frequented Calicut for trade in timber and spices.
The 'mutha' (temporary) marriage system still flourishes amongst poor girls. V P Suhara, the first Muslim woman to float a forum to fight polygamy says: "The ambitious middle-class approaches touts to rope in rich Arabs in the hope of getting rich quickly. The absence of compulsory registration of marriage is one of the main reasons for the proliferation of such marriages." The youthful senior qazi, Syed Mohsin Sihabudin Thangal, checks his records and says he solemnised 1186 nikaahs and 28 talaaqs in the past 18 months. How many of them were Arabs? "Very few."
While Rehina and her father may have resigned themselves to their 'fate', not all the abandoned wives remain a voiceless lot. A trail has been blazed recently at Thalassery, 24-year-old K K Najma, married to 52-year-old Mohammed Isa Hamud of Oman in February 2000, has filed a criminal complaint of willful neglect against her husband and two brokers, who, she said in her complaint to the chief judicial magistrate, charged her parents a commission of Rs 25,000 and some gold sovereigns for arranging the rich Arab match.This might just possibly be a sign that the tide is changing and spell hope for the tormented women living along the Malabar coast.

State Government in Secret Pact with Galfar on Kovalam Palace
Thiruvananthapuram - September 18 2004 After making a dramatic announcement that the state government will take over the controversial Kovalam Palace from the Galfar group, the state government is engaged in a secret deal with the hotel promoter to dupe public opinion in the state, alleged Kovalam Protection Council members. Even though the entire deal looks like a big fraud, the state government has not revealed the findings of a so called high level inquiry conducted by the corrupt officials themselves. It may be recalled that these corrupt officials have been deeply involved in the corruption filled deal.Congress party which was highly critical of the Centaur Hotel deal by the former BJP Government and made it an election issue should conduct an impartial inquiry into the entire deal.
According to M.Vijayakumar, senior CPM leader who has been spearheading the protect Kovalam campaign it is mysterious that the state government opted to conduct a so called investigation by the corrupt officials themselves. It is important that all the corrupt officials and politicians linked to the public stealing should be removed and a judicial inquiry is conducted. The dubious role of corrupt BJP leaders, especially those from Kerala, should also be investigated. The state government should declare Kovalam palace as a historical monument and depending on the state government approach, the Kovalam Protection Council will continue the agitation. It is also alleged that the hotel owner is removing some of the precious antiques and historically important items from the palace as entry is restricted to outsiders.
A protest march is planned in front of the palace on 24th September. Meanwhile the hotel owner is confident that the Kovalam palace, the state guest house and other properties will be with the group. Whatever is the political drama going on in Kerala, the Muscat based business group is optimistic that the deal will be through as many politicians have taken their due share!!! The Siemens Information and Communication Mobile Group (Siemens mobile) will conduct its first live General Packet Radio Services (GPRS) demonstration in Iran at the country's fifth International Telecommunications & Information Technology Trade Fair, which will take place in Tehran from 19-22 September 2004.
Designed to give the 25,000 delegates expected at the show the opportunity to experience the benefits of GPRS first hand, the demonstration will take place on Siemens mobile's 120 square metre stand.

Qtel highlights plans for expansion and improvement of Wireless networks

Qtel recently conducted an audit of its wireless telecommunications network. The audit was conducted by the global telecommunications consulting firm, LCC, who have performed technical services for leading telecom providers around the world like Vodafone, Nokia, Orange, etc. In the case of Qtel, the company has investigated issues such as adequacy of coverage, call-setup success rates, the frequency of call dropouts, voice quality, etc. LCCs independent assessment of Qtels wireless network was validated from a customer perceived Quality of Service (QOS).
Qtel CEO Dr. Nasser Marafih said, At Qtel, we are proud of the advances we have made, Dr. Marafih said. With the results of this audit, our customers can now see that an independent, expert third party has verified our progress in wireless networks based on customer perception.
The audit has also identified areas which need further improvement. Qtels Voice Quality was rated a 3.76 score compared to world-class standard range of 3.4 to 4.1. Both Qtels SMS success rate at 98.7% and SMS set up time at 7.47 seconds are well within world-class standards.
Qtels GPRS network quality and benchmarking KPIs were equally positive with GPRS service success rates faring quite well when compared to world-class standards. GPRS web page browsing success rate was at 90.18%, which is slightly less that the world-class standard of 94.00 to 97.54% while GPRS email stood at 92.08% (world-class standards: 81.82 to 93.55%).
